Andhra Pradesh’s large public education system serves more than 4.2 million children (more than 50 percent of overall school enrollment in the state) through about 44,500 schools and employs in excess of 190,000 teachers. The elementary and secondary Gross Enrolment Ratios are 86 and 82 percent respectively. The primary to upper primary and upper primary to secondary transition rates remains high at 97 and 96 percent respectively. Despite high primary and secondary enrollment rates, there is significant room for improvement in student learning outcomes. This is especially important given that existing learning deficiencies are expected to worsen due to the ongoing COVID-19 pandemic. With World Bank’s support to the State of Andhra Pradesh via the Supporting Andhra’s Learning Transformation (SALT) project, the state will make concentrated outcome focussed intervention on improving the quality and learning in classrooms. An important intervention to achieve its goals, is to bring a comprehensive improvement in the State’s learning assessment systems. Educational Initiatives will support Andhra Pradesh’s State Council of Education Research(SCERT) by providing technical advisory and implementation support to strengthen its assessment system with the ultimate goal to improve learning outcomes in the State for all its students.
Key roles and responsibilities include:
∙Design tools to facilitate the use of examination data: Design tools and protocols for teachers to grade and analyse student assessments and develop strategies for ability-based grouping and remediation
∙Build capacity in internal and external stakeholders on examination reform: Support teams through workshops on assessment architecture design and assessment item writing in various subjects
∙Collaborate with internal teams (Content Development & Pedagogical Research, Board Reforms, Assessments, etc.) and partner organizations (assessment vendors, experts, etc.) to deliver a high-quality collaterals
∙Manage regular engagement with key stakeholders for assessments and/or regulatory work
∙Track key policy developments on Board Examinations and trends at international, national and state level and support other team members providing consultative advice to Governments
∙Coordinate and/ or prepare policy briefs, fact sheets, background papers/ presentations and other targeted materials for meetings and conferences with key stakeholders.
∙Understand analysis and reporting needs for the project and Support/perform data analysis to ensure analyses for the given project and write reports
Educational Qualifications and Experience Required
∙Strong academic background from a reputed institute with a Master’s Degree/ Specialized training in educational assessment and measurement.
∙At least 3 years of classroom or program implementation experience in implementing different types of assessments, data-driven instruction, and remediation
∙Excellent people and project delivery skills, including the ability to create project plans, drive execution, manage multiple projects at a time, and maturity to influence multiple internal and external stakeholders.
