JOB DESCRIPTION

JOB TITLE: Finance and Accounts Head
REPORTING TO : Executive Director, FES
LOCATION: Anand, Gujarat

POSITION SUMMARY:  
FES seeks an experienced professional to lead its Finance and Accounts functions. The incumbent is expected to provide leadership to the accounts department, supervise the financial operations of the organization and ensure timely and accurate financial reports and practices. He/she would be expected to maintain a prudent financial and accounting system and prepare and present financial management information reports for the Executive Director and Board of FES. He/She also has to oversee and enforce all required statutory compliances and maintain liaison with financial service providers according to the policies of the organization.
# PRIMARY DUTIES AND RESPONSIBILITIES (Essential functions but not exhaustive):
1 Supervise the financial operations of the organization and ensure timely and accurate financial reports and practices including cash management, payroll, financial disbursements, ledgers etc. 
2 Ensure maintaining financial information system and all financial records for multiple projects/locations and preparation of Balance Sheet, cash flows, etc.
3 Monitor statutory matters like PF, SAS, income tax (DTC), TDS, GST,service tax, professional   tax and gratuity etc, calculation of individual income tax and issue of guidelines to employees for income tax.
4 Ensure strict adherence to Foreign Contribution Regulation Act (FCRA) matters and timely submission of report to MoHA.
5 Responsible for implementing the fund investment strategy for investment of corpus funds and project funds. Oversee the investment status, conduct research and advice on important investment decisions. Responsible for safe upkeep of all the investment documents
6 Prepare, analyze and issue accounting guidelines for new projects and monitoring of the Village Institutions special audit and issue of GUC letter; monitoring the fund status with actual bank balance and checking of fund utilization report to donors.
7 Prepare agenda notes for Finance and Audit Committee and agenda for the Board of Governors meetings pertaining to audit and accounts. Keep records of the relevant agenda notes, minutes and resolutions.
8 Donor fund management, including updating the total fund position at organisational level and distribution of funds across the various thematic/verticals based on the approved proposals.
9 Develop and facilitate the system and procedure for Management and Project audit. Monitor the audit process of Village Institutions across locations and ensure following of prudent accounting practices including bank and cash management and internal control system.
10 Prepare and submit various reports like reports on statutory audit, internal audit, final accounts, other monthly reports to the reporting officer.

12 Work in coordination with the PIC group to streamline the computerized payroll, assets management, FIS and other systems.
13 Conduct capacity building programmes for the Accounts staff at CO and other locations on Financial Information System related to finance, other accounting aspects and MIS reporting to the management.
14 Any other responsibility as deemed fit or as assigned by the Executive Director from time to time.

EDUCATION/EXPERIENCE/BEHAVIORAL COMPETENCIES: 
  • CA / ICWA / MBA Finance or specialized in accounting and Financing field.
  • Excellent computer skills especially relevant to Financial and Accounting system/ software.
  • Minimum 18 years of relevant experience in Development sector.
  • Thorough with rules and regulations related to FCRA, CSR, GST and financial practices of NGO (registered under Societies Registration Act). 
  • Ability to collaborate with all parties and manage various stakeholders both internal and external in achieving the organizational goals.
  • Strong adaptability, system thinking ability, and highest integrity to build trust.
  • Ensuring a service-oriented approach required of a staff function.

  • FES provides renewable contractual employment and compensation levels and other monetary/non-monetary benefits at FES are considered good within the development sector. The Cost to Organization (CTO) for the position is as per the project norms.
